EIST, c1e, and intel c states not working

Solution
I don't remember the range you should be in, that's something to google but I know you'd be able to get to that at stock vcore. Back to the original issue though, need to find out what's using it.
Turning anything off in the bios such as Intel speed step.
Will result in the cpu running at it`s highest frequency set, and the maximum core voltage at that speed.

If you enable speed step it will do what you are asking.
Lower the voltage of the cpu and the clock speed when the cpu has no demand put on it.


And boosting to it`s top cpu frequency when high cpu usage is required.

You must also in windows go to the power options of windows found in control panel.

And set the type of power profile you require, you can customize the profile by going to the advanced settings.
where you can alter each device, like the cpu, graphics card and other system components do to save power or reduce clock speed ect.

Make sure in the bios Acpi or amp mode is enabled in your bios.
And you have also set a S mode state.

Just turned off everything but EIST NOTHING

Edit: Just put cpu power minimum to 1% in the windows power settings
Went back into bios put c1e on with EIST
Nothing is working
 
That's kinda the opposite, all that stuff needs to be enabled. I asked what settings you changed because you could have chosen fixed instead of offset cpu ratio. Then that would obviously override all the other stuff and your cpu can't change multiplier to downclock.

I have eist on, c1e on, and c states off
I have done this before but i just dont remember what settings i used
What is an offset cpu ratio?
I manually oc'ed my cpu no oc genie

In the overclocking settings below the base clock 10000mhz or whatever it is
It said Cpu frequency auto i then just typed in 37
That is all i did for it, no voltage changes all that can be on auto
I dont remember any other changes I made for the oc
Now that I turned everything on

The cores have gone down to 1600mhz but go back up right away

I think something is blocking it from downclocking cause i will go to 1600 mhz for half a second and go back up, even if my cpu usage was at 10% or below
Also i have HWMonitor and it says my cpu voltage is at 1.346V all the time even though i just changed it to 1.22 cpu-z is saying correctly though
