CPU Cooling Solution for Mini-ITX build

I have a Thermaltake Suppressor F1 housing an i5 6600K with a Thermaltake Water 3.0 AiO cooler that was given to me. The pump on this thing started making the loudest noise when running and I cant stand it, so I am looking for something else. My max budget is $60 and my main concern is quietness. I am open to both air and liquid and have looked at the Zalman CNPS8900 and Corsair H60. Suggestions are appreciated!

140mm is the listed max height for the CPU cooler, though you'll also have to verify:

a) DDR4 memory clearance,
b) other stuff

My top choice right now is probably this Noctua-> http://pcpartpicker.com/part/noctua-cpu-cooler-nhu9s

You'll want to setup the motherboard fan control (possibly both BIOS and Windows utility from mobo site).

The Cryorig C7 is a fine cooler, and cheaper though I don't know how much of an overclock it could handle. It's not quite as good as the above Noctua. It's hard to find direct comparisons so you have to use a bit of experience with these things.
