12v line CPU Droping and Rising

Hi Guys, Im new but i read from you all the time. Before creating this question i search a lot, i found a lot of 12v line problems, but none like mine.

The problem is like this... I few days ago, when i started my PC the pc start up and then shutdown for a second and then started again, and the asus antisurge thing came up... so, I got inside the bios and then out without changing anything (my bios is factory default, except for bios update) and everything was fine. But when i start it again it happend again. Also if i change anything in the BIOS when it reboots (the pc) it shutdowns and starts again and again the anti surge show up. So i decided to deactivate the Antisurge, and the problem solved, it was really strange, but now when i check the 12v line, it is goinf from 7 to 12 all the time, moving strange, i check with a multimeter on a molex pin, and the 12v were stable for over 15min.. and the pc works fine, i play game on ultra, and everything is fine. But i dont know why the 12v line is acting strange, and if it is problem of the PSU or the Mother, or both or none.
Any help i appriciated.

1| Please pass on your full system's specs inclusive of your OS and connected peripherals.
2| Have you made sure your room/apartment/flat/house doesn't have a grounding issue? You should also try and get a certified electrician and see if the wires in your house are in order as well as the grounding.
3| Breadboard your system with the bare essentials and see if the issue is persistent.
4| You may want to borrow a reliable, branded and quality PSU from a friend to test out and see if your system boots up without an issue(anti surge error message).
