Laggy browser When playing game son Ultra. What type of memory fixes the problem?

Greeting my fellow community,

I'm having problems understanding this overclocking procedure. My main ISSUE is the lag while running a game on full Ultra settings {Runescape} and using a web browser on my second screen. The screen is very laggy, For example; When I scroll down it stops and after 1-2 sec it continues. To fix this problem I tried to overclock my Computer in hopes for solution but it didn't help. When i'm not playing the game the browser is fine and i'm able to browser regularly. This mean I need more money in what Aspect of the Computer. I recently built this high end computer.

Inter Core i7 6700k
Current core speed : 4.6 MHZ
G.Skill Ripjaws v Series DDR4 3000 PC2400 4x8 32GB
Latency (CL): 15 clocks
Model - Asus Z170-A
NVDIA GeForce GTX 980 TI
Cooler: Water Cooler Corsai H115i
2 SSD : 500gs & 120gs
1 HDD : 2T
PSU 850W

Also, I don't think i'm using my computer at its full potential, MY DRAM Frequency never goes above 1069.6 MHZ

what time of memory do i've to increase so that I can have a smooth Browser while utilizing full ultra settings and how do I put my ddr4 to max usage?
 
Solution
Harware wise you should be fine, could check for a newer BIOS and updated mobo drivers. Might also try a different browser...are you running Win10?
