Stuttering issue on all games on a fresh Windows 7 install

Ok, I need some help, since this problem is driving me nuts. After re-installing Windows from scratch from a severely damaged old O.S version, updating drivers, updating the O.S (SP1 and most relevant updates), disabling unnecessary services, getting the latest GPU drivers, no matter what, all of my games will get, for some reason (I am not sure if its GPU problem or HDD problem) fps drops, but not fps drops from like graphical charge or effects on screen, I get the classical stutter. Say, 50 fps to 41, 60 fps to 35 fps and so on. On all games. Every time this happens, the HDD light will blink for a second or two, goes back to normal, playing a bit, moving the character, HDD light again, stutter, back to normal. Its random, for example, it can happen when I point an enemy soldier at Metal Gear Solid V or when I drop down from a tower at Shadow Or Mordor.

My old, buggy, slow to start old Windows install never had this issue, despite being terribly damaged due to viruses, programs that damaged the registry, etc... That install ended up being un-bootable due to an infinite Windows update bootloop and that is why I had to replace it; needless to say Windows updates work like charm on my new install, I have been installing them to take care of my system and to avoid any crashes. The updates have not had any effect on my gaming performance. I have been getting stuttering since day 1 of the fresh install. I repeat, this NEVER happened on my old Windows install. I dont know what it is, I dont know what to configure to be honest since I have tried underclocking the GPU, check temps (they are normal) close some programs and services... nothing helps me.

How can I know the root of this problem? Could be that my HDD is dying? How can I test if my GPU is working without problems? Any program to test it and post results?

My system specs:

Asrock G41M-VS3 2.0
Core 2 Quad Q8400 (OC to 2.70 GHz)
Cooler Hyper TX3 (55c max temp when playing)
Zotac GTX 950 with OC profile (Max temp 67c to 70c while playing)
4 GB RAM DDR3 1333 MHz
Seagate SATA Barracuda st3500418as 500 GB HDD
EVGA 400 watt PSU

Ok, I will do a SeaTools scan and post back here with the results. Then I will do a GPU stability test and will post results too.

Got the Unigine results. Are these normal for a GTX 950 or they should be higher?
