Over heating problem?

So recently my CPU (i7 4790k) has been supposedly overheating. So in an attempt to fix this I switched out coolers and added more case fans. In real temp it showed a idle temp of 45 C then jumped to 100 c and in 5 seconds went back to 45 jumped around to 50 or so then went back to 100 c and is staying here So now it's throttling my speed to 3.3 from its original 4.0. But when I play games like overwatch and have my stats showing it says my temp is 70-80 C while real temp says 98-100C . What could cause this issue?! Is it a bad chip?
 
Solution
If all cores are active, it will go to only 4.2Ghz. 4.4 Ghz is for one or two cores, 4.3Ghz is for three, and 4.2 Ghz is for all four.

If you want 4.4 Ghz on all cores all the time, you will need to set a 'switch' in BIOS.

I had to have a PC repair shop replace it cuz the old cooler was stuck in cuz ibuypower (I know I should have built my own) stripped the screws on it and was stuck to the mobo. So idk if they replaced it or not. I have some here at home and will check/replace it tomorrow to see if that helps. Would that cause it to jump around like that? To be honest I don't know of any PC that could generate that much heat (from 45C-100C) in under 5 seconds then immediately dissapate it also under 5 seconds. It sucks because it's throttling my CPU max frequency to 3.3 right now.

I used real temp as well as CPU thermometer (I think that's what it's called) and got the same results. In game stats still 20-30 C lower than the real temp reading. Also I don't feel like the fan setup/cooler I have is going to be sufficient enough anyways because my room gets hot in the summer. Going to make a trip to frys today and get a new liquid cooler and some fans and will replace it all today. I'll post an update when I'm finished.

So after the new cooler has been installed I'm still idling at 70C. Started doing some digging and when I looked at Intel extreme tuning utility I saw some insane numbers. Like the "turbo boost short max" was at 3040 W and the turbo boost max was at 4000 W. It's been Getting hot on idle a lot and I've replaced 2 different coolers. Once with a stock Intel one and now with another liquid cooled one. I changed the settings to what my friend has his set to and the idle temp dropped to 47 but it's constantly running at 4.4 Ghz so I changed the overclocked settings in the Tuning utility down to a multiplier of 40 but it still always runs at 100%. CPU load is 0-10% yet still runs at 4.4 Ghz. Still having issues. Anyone know what this could be?

So in the BIOS it kept changing my vcore to 1.396 so I tried to update to the latest BIOS with @BIOS from gigabyte. And it bricked it. Stuck in a boot loop. Replaced my mobo and still getting same temps.

So the temps are idle 45C and under load (playing overwatch and streaming.) at 75% it's only reaching a max of 52C. I haven't checked the Vcore on this new mobo BIOS but I do know it's only utilizing 4.2 of the 4.4 Ghz with turbo boost now. I'll check new vcore settings when I'm home.
