hello, i want to upgrade my graphics card because the integrated graphics suck and i don't know if it will work with my motherboard or with my cpu.
My specs are: AsRock H61M-VG3; Intel Core I3-3240 3.4 GHz
And I want to buy a graphics card like a GTX 960 or a GTX 950, will it work?

okay, but on the motherboard site it says: "PCIe Gen3 is supported on 3rd Generation of Intel® Core i5 and Core i7 CPUs"

If you are only using a single midrange Card on pci gen 2.0 you will not be suffering any performance hit. It would have been a problem if you were wanting to run 2x980ti's in SLI then you would need the 8.0x3.0. But running a single 960gtx @ 16.0x2.0 you will be fine. What power supply do you have?

I have a Corsair CX 430W power supply

PCIe 3.0 is backwards compatible with previous PCIe 2.0 slots and even some PCIe 1.1 slots. There is a small almost unnoticeable performance difference. It is true to get full PCIe 3.0 speed and support you need certain processors, but ANY GPU sill still work in a slightly downgraded state. Like I said the performance difference is minimal.

Now this will work with either GPU however these power supplies have issues when driven hard, you WILL run into stability issues using this PSU.

You should consider replacing it with a Seasonic S12II 520, or an XFX TS 550 PSU.
