Need advice pls on cards for video/graphics processing and editing. Should i upgrade what i have now?

Dear friends!
I desperately need some advice, so far i have not been able to find a good, clear answer.

I will try to keep it short and to the point. Here is what’s going on:
I recently got involved in video and photo editing. Mostly video.
I'm looking to optimize/speed up/improve my system processing capabilities.

1) - How important is it to have a good graphic card vs. good PC specs when it comes to video processing? I’m not really interested in games/gaming.
Right now I’m working with: Adobe Premier Pro 2015, PhotoshopCS6, CyberLink PowerDirector 14 (64-bit), Pinnacle Studio 18.

2) - My main questions is: should I invest in a decent graphic card, and what kind of improvement can I expect with a better card?
Or is more important to have better system specs such as CPU, Ram, etc., and just get an OK graphics card. Or should I just keep the card I have now?

Looking on Amazon, thinking about these:
EVGA GeForce GTX 750Ti SC 2GB GDDR5 Graphics Card -- $110
EVGA GeForce GTX 960 4GB SSC GAMING ACX 2.0+, -- $200
EVGA GeForce GTX 970 4GB SSC Gaming ACX 2.0+, -- $330

My current card I bought like 7 years ago for around $400.00. Still using it today. I build my own PC in Jan of 2015.

right now nvidia just drop there 1070 card. there launch video gave the 1070 for 329.00 price point speds faster then the older titan x gpu. also amd pascal 10 gpu when they drop there going to be about the same speed as nvidia 980 per leaks at a lower price point. also going to have a 170w max. if your pinching pennies i would wait for the newer amd gpu. it give you a lot more bang for the dollars. unless your video editing hardware would work better with a nvidia gpu.

Great, thanks for the suggestions.. i just looked this up:
"The GTX 1080 will retail for $599, $50 more than the GTX 980 cost at launch, while the GTX 1070 will retail for $379 , again $50 more than the previous generation card. The 1080 launches on May 27, with the 1070 following on June 10."
I think i'll just wait a month and get the 1070
