GTX 960 Low Usage/No bottlenecks/Low FPS GTA 5

Hi guys,
I just recently have purchased GTA 5 on Steam. Before I get into the details, my specs are as followed:
GTX 960 2GB FTW
16 GB DDR3 Ram
Seagate 3TB 7200 RPM Hard Drive - DeFragged
i7-3770 3.2 GHz Turbo to 3.8 GHz
Windows 10


So, according to Can You Run It, my PC exceeds the recommended Specifications, however this is not what i'm seeing performance wise in game. First off, my settings in GTA do not exceed 1.5 GB of VRAM and I have monitored usage, there hasn't been an instance where my card reaches its 2 GB limit. All my advanced graphics are turned OFF. So when I get into game, I start off at 80 ish FPS with 86% Load on GPU and 70ish% on CPU in my apartment. Once I go down to my garage, framerate DROPS TREMENDOUSLY as well as GPU LOAD. THIS DOESNT MAKE SENSE!!! Why is it taking load off when my performance is crap? Then I get into a car and TRY driving. My GPU Load jumps anywhere between 45-50% to 0-25% while getting huge frame drops. I can tell GTA needs more power because my buildings are rendering slowly. When my GPU for a second or two jumps to 80% EVERYTHING RUNS SO SMOOTH!. So I wanted to see if anything was bottlenecking my system. While playing, my CPU never hit 100% usage, my temps never exceeded normal temp levels meaning GPU didn't go over 75 rather stayed at 65 Celcius while my CPU was around the high 60's to low 70's. My ram usage was 9 GB when I still had 6 free for usage. So this is what iv'e done to solve the issue however none has worked.I used DDU to clean out video drivers, then reinstalled 365.10. I defragged my HDD, changed PC Power to HIGH PERFORMANCE. Opened NVidia inspector and changed to High Preformance Mode and Single Display Performance mode. I've re-installed GTA 5 as well as defragged its folder. Unparked my cores. I am running out of idea's guys and want to play the game I spent 60 bucks on. I'm hoping one of you tech savy people could help me out. I'm willing to provide whatever information (PC Related of course haha) may help you come up with a solution.
