Computer runs really slow after minor upgrades

Hey everyone :D
I was given a computer for free about 6 months ago, it had a 2 core 3.5ghz processor, really bad fan, mobo, psu. 3gb's of ram. You get the idea...

Well I've slowly been upgrading it, before the minor upgrade today it had:

CPU: AMD FX-8350
Mobo: Gigabtye 970A-D3P
Graphics: Gigabyte GT218(The motherboard doesn't have an inbuilt graphics card so i bought the cheapest one at my computer store)
11gb's of ram(2x4gb, 1gb, 2gb)
Unknown PSU(same one it came with)
Unknown CPU fan(same one it came with)

Today I upgraded the case, PSU and CPU fan.

PSU: Corsair CX 600W 80+
CPU Fan: Cooler Master Hyper 212 EVO

I would be able to run counterstrike at low res 800x400 with 30-60 fps. Now I can't even open it and get about 3-4 fps on Half-Life 1.

The cpu fan isn't really spinning that fast, but the cpu is staying cool, I ran a bench test through CPU-ID and compared it to an intel i7 3.00ghz http://prntscr.com/b1acvo

This is my first post on here so if i'm missing anything, ask and you shall recieve

Solution
Your thermal margins are fine. You may have a GPU issue, but depending on your monitor, the resolution would normally be 1920x1200, 1920x1080 or 1600x1050. If you are a gamer then why don't you buy a real gaming GPU?

Sorry for the late response. I was only able to run through it three times due to my own things going on at the time. If you need more tests I can run through it again.
Before: http://prntscr.com/b1jans -- 3-5 fps in half-life
Test 1: http://prntscr.com/b1jasx -- 3-5 fps in half-life
Test 2: http://prntscr.com/b1jc3v -- 3-5 fps in half-life
Test 3: http://prntscr.com/b1jdjc -- 3-5 fps in half-life

Although I do need a new GPU, it really shouldn't be the problem here, as it was running the games before barely, but fine.

The CPU may run at full speed, but it's a bit difficult to determine with an older OS that doesn't display the frequency. Just to be 100% sure use AMD Overdrive to monitor the CPU and post the results while Prime95 has been running for 10 minutes. If the frequency doesn't drop while running it, then CountMike is correct and the only issue is the GPU that isn't good for gaming.

If it used to barely run your games and all you replaced is the CPU cooler and the PSU which can't make a performance difference with that GPU, then the AMD Overdrive screen may help. You confirm that it barely ran games before when you had the unknown CPU cooler and the unknown PSU, but it now runs much worse (honestly I can't figure out how it could be much worse since that GPU never was meant for gaming).

I installed amd overdrive and ran the FFT test through prime95.
I took screenshots of the stuff that happened. At least one core was always around 3.5ghz instead of 4. http://prnt.sc/b1x6b8

The worst I was able to get was at the start when 5 cores were down at 3.5, i only got a screenshot of 4 though http://prnt.sc/b1x6fh

And about the GPU, it might have been important to say that when I booted up the computer for the first time with the upgrades. My screen resolution is out and i have not been able to get it back to the original ever since. Currently rocking a 1600x1200, but it used to be. I am fairly certain it was 1680x1050 before the upgrade. I had to press the "auto" button on my monitor for it to fit completely.
I had removed the GPU for the case upgrade.
