Computer doesnt turn on when CPU power plugged

I got this problem where my computer doesnt turn on where i plug in the CPU power i tried other power supply but the same thing happend.

My motherboard was broken and i got it 3 days ago a new one repaired but still not working and doing really weird

It doesnt turn on, only for like 1 sec and this only happend when the CPU power is not plugged in.

PLEASE HELP!!

1| The video player apparently causes your video to be distorted, I can't make pout much from your voice.
2| Can you please pass on your full system's specs?
3| Have you tried bread boarding the system to see if powers outside of the chassis?
4| How did you end up repairing the motherboard? If it's under warranty you need to RMA the board to the manufacturer, any form of tampering will void your warranty.
