My PSU is ATX 12V 2.3 compatible but still I am having that " Computer not booting at first time" problem. Why?

At the first power button press, my PC shuts down suddenly 2-3 sec after the UEFI logo Screen. But after the second power button press, it boots up normally and no problems thereafter. It was assembled just 3 weeks ago by me and this issue was not there. This problem just hopped in day before yesterday. There is another similar post on tomshardware and I referred to its solution which is a video on youtube pointing out that its an issue with ATX 12V 2.2 PSUs but was solved in version 2.3 , so why I am facing the issue and why was it not there 3 weeks ago?

Here are my system specs (just in case they are needed to solve the issue) :

CPU : Intel Core i3 4150
MOBO : Asus H81 M CS
RAM : 8 GB DDR3 Kingston HyperX Fury (1866MHz)
GPU : Gigabyte Nvidia GTX 750 Ti
HDD : 1 TB Toshiba (7200 RPM)
PSU : Antec BP 450S

Hey!! I disabled fast startup in control panel and now my pc boots up in one go during cold boot.I saw this solution on some other forum website.Kind of weird but it worked.

Can't get my hands on another PSU to test :( . But I have some more info....today I entered UEFI settings while booting first time and waited there for about 15 secs and...my pc didn't turn off !! So that thing only happens when it just starts booting windows during first cold boot after being off for at least 10 minutes. Is there something wrong with the OS?
 


Ya I suppose it is possible I wouldn't expect it though it is easy enough to do some basic checks. When you boot your PC go to an elevated command prompt (right click and run as admin) and type in "sfc /scannow"

Did this scan , it says no integrity violations so every thing is fine from the OS' side I suppose.
 


Ya looks like it. Unfortunately this kinds of problems are kinda hard to nail down without some hardware swapping. If you can get your hands on any PSU that would be ideal even say borrow a friends for 20 min.
