0% GPU Load

Okey, so I already made a thread for this a while back, and I got a few suggestions, but nothing has worked so far, so here I go again.

I built a PC earlier this year, but the gpu was getting 0% load (on gpu-z) and the performance was horrible (25-30FPS on low in Witcher 3). I have upgraded the PSU to a 850W, still didnt help. I also upgraded my mobo incase there was something wrong with it, and Im still having 0% gpu load and bad performance.

Specs:
Gigabyte 990FXA UD3 R5
AMD FX-8320 3,5ghz
Gigabyte Windforce R9 380 4GB
Kingston HyperX Fury 8GB
Seagate Barracuda 1TB
Corsair RM850X

OS: Windows 10 Pro

I see that even the frequency is shown as zero. I think you are going in the wrong direction, replacing all those parts for no reason.
The video card is broken. Or the driver installation. To confirm you can try it on another PC (to validate the card) and install older drivers (to validate that the drivers are OK).

PS: My experience with AMD drivers - lots of issues. Last one I had a Radeon HD 7970 GHz Edition - good card but horrible drivers (had to investigate which one was working correctly).
After switching to nvidia, I have never looked back.

Make sure to go into your BIOS and make sure that your GPU is set as the graphics. Sounds to me like your system is using onboard graphics instead of your GPU. You can find how to do this online, but that sounds like the issue to me.

I was going to upgrade those parts in the future anyway. I dont really have another pc to try it in, so that could be a problem. What drivers should I test?
