Memory full with no apps running Windows 10

What does task manager say about your mem use? what app does it show using all your mem?
You use a killer Network card?

Did you reinstall windows when you changed Mobo? clean install? if you did not reinstall Windows for a new Mobo.. I woul dsay "all bets are off" on how it will behave.

Windows keeps unused code in ram in anticipation of reuse. That is normal.
95% seems high though. Perhaps you have a memory leak in some app. I think Chrome had this problem at one time.
Use task manager to see if you can find the culprit.
Monitor the hard fault page rate. It should over time average less than 1 per second.

Jez... you just showing me a screen that says "killer network manager" top left... and yet in previous post say "What do you mean killer network card"
Do you really have no idea what is in your computer?
Read the link I gave in my previous reply.. and see what it says about Killer network cards.. and see if you think it may apply to you.
Its hard enough to try and fix things remotely - without people being obtuse.
If it fixes.. great.. if not.. I'm out..
