gtx 970 mini itx low gpu usage in some games but good in others

Hello i bought a gtx 970 mini itx for my pc about a week ago and i have been seeing tremendeus problems wih the gpu usage in some games.
components: amd opteron 6136 octocore 2x (about the level of and i5)
16 gb of ddr3 server ram
1 tb ssd
windows 7 64 bit (downgraded from windows 10)
fps:
overwatch: 60 to 80 everything maxed out (only game that runs good)
cs go: 30 to 42 no matter the settings
league of legends: 30 to 60 no matter the setting
battlefront: havent tested yet
MGSV: havent tested but currently downloading
the witcher 2: 21 to 30 still no matter the settings
dying light: doesn't really matter really shitty optimized even on my friends 30000 dollar pc
Verdict: i feel like i have been scammed i have spent so much of my money on this card and got no where near the perfomance i was promised i have checked my tempts driver i have set everything to high performance updated drivers every possible fix. the thing i am wondering about is that my cpu and gpu use almost the same amount of load almost max in overwatch but it isn't using more than 30 % IF IM LUCKY in other games same goes for cpu. any help is apriciated (sry for bad english i am Danish

Most likely a cpu bottleneck. Currently most games use 4 or less threads so having more cores is not helping you, for gaming good single threaded performance is important and your Opertons are severely lacking in that dept. An i5 would blow your dual opterons away as the i5s have superior single threaded performance. To verify this monitor your per core cpu usage(not overall cpu usage) and gpu usage in the games that are running poorly. If its a cpu bottleneck then you will have cores that are maxed and the gpu usage will be lower.

I see well ty for the answer but i do not have the money or the right motherboard bassicly everythin in my pc is server hardware as my pc i a gen 7 dl385 server taht we modified with this graphics card and my old card had no problem running the games except for the more demanding games like the witcher and overwatch. so i don't really have the money or the time to make a whole new pc and the cores are running at about 50 % each when my card i maxing out in overwatch.

ok just did some benchmarks my gpu is running at about 32 % in everything except leugue wheere it only runs about 7% and each core matches almost perfectly with the spu usage at about 30 % per core so i don't thin it is a server bottleneck but more poor optimatizion but i am highly doubtful of that theory though.
