What should my next step be?

I cleaned a virus off my desktop a few months ago as best I could, but ever since, a few things have happened. My taskbar glitches out. Some icons in the taskbar will flash extremely fast (seems to be the program I'm currently using at the time) or one will blink along the entire taskbar and then jump back to the end, blink across, jump back to the end and repeats this process what looks like hundreds of times. Essentially what this does is renders dropdown menus unusable. For example, in a Save As dialog box, if I want to change the file type, I click the dropdown for file type, however it closed instantly. And it would repeat this probably 50 times before staying open.

I also receive weekly emails from Valve saying my someone tried to access my Steam account.

And lastly, I got perma-banned on Twitch for fraudulent activity. I was able to get the account back however after explaining the siutation. I noticed my messages one day. Over 10,000 messages from me to random users telling them how to get free XBox Ones.

So I've finally decided to wipe my SSD and HDD in attempt to get rid of the taskbar issue. The steps I've taken so far are to reset the PC. And then I created a bootable USB with Darik's Boot and Nuke and used the DoD Short method.

Should I be doing anything else? I've read about fdisk /mbr. Is that necessary? Any recommendations?

I have a Windows 7 install disc ready to go. I plan to install Windows on my SSD.
 
Solution
There are a few BIOS hacks floating around in the wild now. It would be a good idea to reflash your BIOS before the install. You can usually download the latest BIOS from the motherboard manufacturer's site.

Disconnect from the internet before you do your install and don't connect to it until the initial install is completed.
