Low GPU usage when playing Battlefield 4 at low (GTX 750 ti)

Help! So basically I'm getting really low fps of around 20-30 at low in battlefield 4 even though I'd say i have a decent enough card to run it on medium-high at reasonable fps. I've been thinking that it could have something to do with my CPU or motherboard.

Here's my specs:
-AMD Athlon(tm) X4 860K Quad Core Processor
-GeForce GTX 750
-Gigabyte F2A68HM-HD2

I've also tried overclocking the card a little but that didn't affect anything. When i look into task manager my CPU utilization is also at around 60%. The same problem goes to other games, Overwatch, occasionaly league of legends or even civ 5

All my drivers etc are up to date

GPU usage spikes up and down from roughly 10 - 20 %. The temperature of my GPU doesn't seem to go up in games as I get 40 degrees. I've tried to test my GPU in heaven benchmark and it was reaching 70 degrees there so i dont have a clue whats happening
 

Okay, thanks for the info. How are your CPU temps? It's possible that it is thermal throttling.

the CPU stays at about 65 degrees celsius
 

Your CPU isn't the strongest but it shouldn't be running at 20-30 fps, can you look and check what the clock speed is while playing please?

the cpu clock speed stays at 2.85 GHz and the gpu varies from 850 to 1050 MHz
 

According to the AMD website, your CPU should be running at 3.7/4.0Ghz, which is probably causing the issue, although I'm not sure why it's doing it at the moment. Which Windows Power Plan are you using?

See if High Performance changes anything, you may have to reboot your PC for it to take affect.
