New PC, won't start up, can't figure out the issue.

I just built a new PC earlier today. The parts are a z97 gaming 5 motherboard, i5-4460, seagate 1tb HHD, Corsair Carbide spec alpha, EVGA 500w psu, 8x2 gb Gskill ram, and a GTX 960 4g. The PC originally wouldn't start, instead a blue LED light would flash on the mobo. I took apart the entire PC, and put it back together, at which point it started working. About 3 hours later I was setting everything up and trying to install windows 8.1, but it wouldn't work because it couldnt recognize the hard drive. I shut off the PC, unplugged and replugged in the hard drive, and then the PC just wouldn't turn on, all that would happen was a blue flashing light on the mobo again. I just finished taking apart and putting back together the PC once again, and still it doesn't work, all that happens is a blue light on the mobo, the fans don't turn on, nothing. Any ideas on what could be wrong/ a fix for it?

I cannot find the cmos, where is it? I disconnected the power supply but don't know where it is.
 
Also, you may want to try the "breadboarding" method for trying a barebones setup to rule out a short somewhere. Seems odd that it didn't work at first, you reassembled and it worked, now it's not working again. The HDD not being recognized is likely a UEFI setting and unrelated.

I removed the battery for 3 minutes, put it back in, plugged back in the power supply, but nothing happened when I hit the power button.

What exactly is breadboarding?
 
A quick google search will explain. It's basically setting up the bare essentials outside of the case. Here's just an example. http://www.tomshardware.com/faq/id-2176482/breadboarding-stripping-basics-troubleshooting.html. By just having the PSU, motherboard, and 1 stick of RAM installed, you eliminate wiring faults, excess hardware, ect. from being the cause of your boot problem. I wouldn't really worry if you don't have the mini-speaker to test with, as we're just trying to get it to power up.

I unplugged mostly everything, leaving the power supply connected to the motherboard, 1 stick of ram in, along with the processor. I short the power, and the only thing that happened was the blue LED next to the battery stayed lit.

The fan didn't spin, which means that the psu is dead, but if it's dead, how does the the blue light flash on my motherboard when it's plugged in?
