My CPU Fan is Soo loud!! Please Help

So today i build my first gaming PC. I am very happy with him it performs and all but there is one things that is annoying me to no end. My CPU fan sounds like a mini vacuum. I looked it up on good any everyone said the stock cooler for the FX 4350 has to run at full speed to cool the CPU so my question is do i need a new cooler? Because i really can't go to long with the loud fan. Thanks for all suggestions i was thinking of getting a hyper 212 evo if i need a new cool.

Update: i also have a plugged in fan that came with my case that isn't spinning and is making a soft screeching noise. It lights up and everything just does not spin any ideas? (Nothing is blocking it)

PC Specs:

CPU - FX 4350 Unlocked
Ram - 8GB DDR3
Motherboard - ASUS M5A97LE R2.0
Drives - 240GB SSD and 1TB WD Blue HDD
GPU - MSi radeon r7 4g gaming

Sounds like a bad motor or bearings in the case fan. It's going to need replaced as it's not really serviceable. I'm not sure what case your using, but budget cases tend to have low quality fans included. Regarding your cooler, what are your actual temps. Are you sure you have a good mounting to the CPU? Are you using any PWM fan profiles?

Well for the case fan i am not too worried as i will most likely wind up replacing them just wondering if you knew. As far as the temps go its about 47 Degrees Celsius or 116 Degrees Fahrenheit. As i had this issue before i put the board in the case i removed the fan and replaced it multiple times. If it is just a bad cooler i will go to my local best buy to get a new cooler. I am not using any PWM fan profiles although i did try to change it in BIOS but set it back to default after it didn't change it at all

It's not a "bad motor" it's just how these stock suckers sound when at full RPM. You CAN configure them to run accordingly to the workload in the bios but i like my old Phenom to run cool so i keep it loud.
So yeah, have fun with that EVO tomorrow. :D
