pc upgrade for gaming for 700$?

So i want to upgrade my gaming pc and i have a budget of 700$ max...so i want to upgrade cpu,gpuand mobo only...maybe ram...so here's my current specs:
Cpu:amd fx 9370
Cpu cooler:cm hyper evo 212
Gpu:r9 270
Mobo:gigabyte 990xa ud3
Ram:8gb DDR3
Psu:cougar cmx 700w V2
the fx have alot of heat issues and i'm going to get the gtx 1070 when it comes out (june)...so the cpu upgrade is needed because my fx will bottlencek the gtx 1070...and a new mobo is needed for both the gpu and cpu...and my mobo is actually not compatible with the fx 9370...so my fc runs at 3.8ghz instead of 4.4ghz...and the heat issues make games stutter and alot of throttling...
I was thinking about the i5 4690(non k since im not gonna overclock)and the gtx 1070 when it comes out...as for the mobo...i dont know what to choose....i want something that support sli...im not gonna overclock anything...i was also thinking about getting another 8gb DDR3 stick...do u think it's a good cpu???what mobo?im not gonna get skylake because it's more expensive,the mobos are more expensive and it needs ddr4 and i have sdr3 so no skylake plz...i'm gonna play games like battlefield 1,cod infinite warfare,titanfall 2,star citizen,guild wars 2,wow,gta 5,witcher 3,bf4,doom,etc...i want to play everything ultra or maxed out at 45+fps at 1080p for the next 2-3 years atleast...is that possible???

Looks like you've answered your own question. That build looks fine, will be nice and quick! You can get a smaller cooler because of no OC, if you wish.

my psu has been reviewed that it is great and recommended...i don't see a reason to spend money on new psu....and if i got the the gtx 1070 the amd fx 9370 will bottleneck it....and everyone says that the fx 9370 needs custom liquid cooler 240mm...and my case doesnt fit...no one recommends the fx 9370 for all of the heat problems...so a new mobo,cpu and gpu are needed...

Apologies I didn't see the v2, the original failed several different reviewers tests. I would still check out overclockers.co.uk and find the owners club for your hardware, someone will have what you need.

If you can tweak your bios and make your cpu compatible then invest purely in your GPU.

I used to use socket 771 Xeons in Socket 775 mobo's and with a microcode update things worked just fine.

If you are dead set on a new build, flesh one out on PC part picker so I know what you are looking for and I can input into the build.

as i said the fx 9370 has alot of heat issues and my case(cm k380)wont fit a cpu cooler that's gonna make it cool...and the fx 9370 WILL bottleneck the gtx 1070...the heat issues cause alot of stuttering,fps drops and throttling....

i'm gonna just upgrade the cpu,gpu and mobo and maybe add another 8gb of ram...i have everything else and i dont need anything else....

so u think this build is good to play the latest games ultra setting 45+fps for the next 2-3 years???and what about the ram?ihave 8gb ddr3..sould i add another 8gb or later???since im trying to save some money to get battlefield 1...i mean is it necessary?thx btw :)

On a side note after doing some more research on your CPU there are air coolers that would do the job.

It has a 220w tdp at stock, here are three coolers that can handle that: Noctua NH-D15 SSO2 D-Type, Phanteks PH-TC14PE, CRYORIG R1.

On another side note AMD recommends a 1000w PSU for that CPU,
