anything is possible, it could technically fall through the "accounting cracks", however unlikely, but still a possibility however unlikely,
prob not something you should "count" on if trying to attempt to "play for free"

can be as fast as a couple of days few weeks from once you initiated
my bank did it very speedy, less than 14 business days (think it was 8), although steam had canceled the order them selves to rectify by then
be aware if you do it to "play for free", and not because of an error/purchase mistake you already alerted steam support about, you will very possibly be account banned

Its possible, in reality they should know in days but working for a company looking after accounts receivable occasionally things slip through the net and with high volumes of low value transactions its not cost effective to reconcile, some times this can be discovered years later and we would just write it off but different companies have different policies
