I have two options of upgrading my rig
1) i5 6600k or i5 4690k 2) GTX 970 or 1070

Currently i have FX 6300 paired with 960 2 gb strix. So to increse the performance what should i upgrade Cpu or the GPU? Some say that upgrade cpu becuase its weak and wont able to handle 970 or 1070! So i want some suggestions because there are rumours that AMD cpu's will benefit after DX12. So should i upgrade cpu or gpu? Personally i think of upgrading CPU but is this 6600k a better upgrade over fx 6300 or should i go for 4690k?

There's no way to know whether any hardware will work well for a given purpose 4-5yrs down the road. That's quite a long time in an ever changing tech industry. In the past i5's and i7's have performed quite well so chances are this one will also.

A 2nd, 3rd or 4th gen i5 will outperform an fx 6300 so it's safe to say a 6th gen i5 will. How badly the fx 6300 will bottleneck depends on the game and resolution. Fx cpu's tend to lack ipc performance at the cores themselves and it can often show up as stuttering or fps drops. Again it depends on the game. Average fps isn't everything, having a wide variation from low fps to high fps can still produce 'good' averages but those swings from low to high fps and back again don't make for the...

Hey Harshil34
I have used the i5 4690k in the past and it overclocks better than the i5 6600k but if you want the benefits of the DDR4 ram (OC) then go for the 6600k.
For gaming the 4690k will pull off more fps then the other one
Now the GPU obviously go for the 1070 when it comes out

And yes currently i am in a situation of upgrading any one of two cpu or gpu? I am thinking of getting gtx 970 or 1070 but some say it will get bottlenecked? Is this true that a fx 6300 will bottleneck gtx 970 or 1070?

There's a reason it costs half as much as an i5, performance and price are pretty well matched between amd and intel. No such thing as a 'super deal', getting anywhere near i5 performance for half the price. An i3 is more where the fx 6xxx competes at and their prices are very similar. Next highest in the pricing are the fx 8xxx and slightly above that are the i5's. All follow the same price path as their performance.

Dx12 applies to all cpu's, the reason amd stands to benefit more from it (if and when it actually ever makes its way into games on a regular basis) is due to amd's weaker core performance. The i5's and i7's are already performing extremely well, however with dx12 they well still outperform the fx chips. Dx12 is an overall improvement for everyone regardless of what cpu they have but it's not a magic pill to make fx something it's not. It's not bashing amd, their chips perform below intel's and they have cheaper pricetags to match. It is what it is.

Urm im sorry what? the I5 6600k has higher OC potential than the 4690k does, I have no idea where you got this information from but the Intel Skylake chips have the highest recorded overclocks for intel chips. as far as gaming FPS goes there is very little difference if you just compare the I5-4690k to the I5-6600k but if you take into consideration the new Z170 mobo paired with DDR4 ram the I5-6600k comes out on top.
