gtx570 overheating - is it toast?

so i strongly suspect that my gpu is on its last legs (waiting for 1070 release at this point) as it has been regularly overheating during most games for the last 6 months, but recently i noticed a weird pattern (here). this is during a game of League (which before today would never cause the card to go over ~70C and so was just about the only game i could play). notice that whenever the gpu usage is in the 50-60% range the temperature starts dropping, while when it's around 30%, or actually, anywhere outside that range, it starts climbing again. i have tested this with other games and confirmed that it is also true there. it only seems to work below ~10% or around 50%. can anyone explain this?

other things: idle temp is around 52, so don't tell me about cooling or case flow or whatever - i had this card in this setup for years with no issues until it suddenly started overheating last dec.

i did all that in dec. when it first started overheating - cleaned fan/heatsink, replaced thermal paste, reinstalled drivers, reinstalled os, ran with a linux distro on a flash drive (i thought it might be a gpu mining virus). none of that helped then, but i made this thread now cause i just noticed the weird pattern

this.. actually worked? now usage goes up to 100 and i can definitely feel the fps drop, but at least temperature hasn't gone above 85. will keep testing. thanks
