CPU speed constantly changing

I have a GA-P43-ES3G motherboard with a Q9550, I overclocked it to 3.40 but when I open task manager is runnig between 2.80 - 3.13, never gets to 3.40, not even when I open a video game and it lags alot. I have a Hyper 212 Evo and it gives me temps between 40C to 57C when gaming. I went into the BIOS and advanced options to disable everything that says something about lowering cpu speed when there is high temps, but it keeps changing my clock speed. What should I do?

PD: Upgraded my BIOS to the last version from F8 to F14 and had no changes

But CPU-Z is showing the correct speed. Is task manager the only thing that doesn't agree?
Btw, your temps are a bit warm, but safe. I wouldn't expect it to be throttling at that temp. Although that is a possibility. You could check with HWinfo. It should have a place where it shows if it is throttling or not. (not all CPUs show that however)

Another thing... if you still have speestep enabled, it will drop the clock speed as needed when the load is low.

Yes and yes... I have the FSB set to 400 (8.5 x 400) http://prntscr.com/b1vnfo, I did complete the test, I did the screenshot over that state to show the temps at the moment.

Looks like task manager is the only one that's giving these numbers... This is while doing the test again http://prnt.sc/b1vuzc and this is after http://prntscr.com/b1vv4j

About that speedstep, I don't know how to disable it, I've disabled C1E, C2/C2E State Support, C4/C4E State Support, CPU Thermal Monitor 2 and CPU EIST Function in my BIOS. I saw a forum saying that if I disabled C1E (which works from the BIOS managing the CPU speed) and enable the EIST (which while being enabled manages CPU core speed from the OS and while being disabled manages CPU core speed from BIOS) So having that enabled I just had to access to Power Options and activate the High performance settings, but it doesn't work...

Don't know if I said it correctly... English is not my strong xD

It looks like your processor's OC is just fine. I trust HWinfo more than Win task manager. Speedstep isn't necessary to disable if you are getting the results I see in the graphs. I'd leave it.
Your lag problem may be simply due to the slow-ish, old-ish C2Q processor. I have had 2 of those Q9550s over the years. I still have one that I too have @ 3.4GHz. It tends to stutter and lag now and then with modern games @ 1080p even with a GTX 960 FTW+. Do you have a strong enough gfx card?

Well it's ok... About the gfx, not yet, I have a 430GT and I'm getting a R9 380 this month, then I'll start upgrading to a 1151 slowly to end my suffering xD.
