GTX 970, but games make them noisy

I have a pc with:
intel i5 4440 3.7 ghz
gtx 970
8gb ram
case - fractal design refine r4
res - 1920 x 1080
I am aware that this build could play most of the games in medium-ultra settings. But this build makes a bit loud and 'weird' noises! Because of this i play all my games on low settings! Eg: while playing skyrim, Dark souls 3 etc. Someone told me its from the gpu, what does this mean? what can i do about it?
And a separate topic, but my games are also not very smooth. eg: dark souls 3, even tho it runs at 55-60 fps, the gameplay is not as smooth as it was in my ps4! is this just the pc port issues or something else? Please reply, i dont wanna play games, even skyrim in low-medium settings with a gtx 970!

Can you borrow a PSU from a friend to see if it helps with the whine? I can't say for sure whether it will help or not but I have read where some people have found a new/ different PSU helped.
I have also read where pushing the card by running GPU intense benchmarks has helped alleviate some of the whine.
This may be of some comfort to you, the R9 390X I bought 2 months ago sounded like 8-bit audio for whatever I was doing. The whine would change depending on what was being displayed. Two months later and most of the whine is gone.

What brand of GPU do you have? Is the firmware up to date?

Its a gigabyte mini model.....mhm so ill try some of your suggestions then...thnx
