Right now I have a r9 390 and a fx 6300 in and the performance has declined mostly in dark souls 3 because of a bottle neck between the two parts my question is would upgrading to a fx 8370 solve the bottle neck or not (mostly for dark souls 3). I dont want to upgrade to Intel because of funding, but If you can think of a better chip for a am3+ socket that will be around 250 WITH A COOLER then tell me please because I relay need to solve the bottle neck.

For what it's worth, an i5 4590 + motherboard will be about $50, and be significantly faster than an FX-8xxx. An i5 6500 would be better, but you'd need to trade your DDR3 RAM for DDR4. You can reuse your current RAM with an i5 4xxx.

what would be a good motherboard for that chip

Any motherboard with H81 chipset would be a basic, entry-level choice. You're limited to PCIe 2.0 and 2 RAM slots, but that's not a serious issue. For a bit more, a B85 or H97 based board will offer PCIe 3.0 and 4 RAM slots, and possibly some other goodies.

I tend toward ASRock on the cheap, so something like ASRock H81 mATX, or ASRock H97 mATX would likely be what you'd end up with.
