Incredibly slow computer after fan fix?

Hi

Last Friday night, I moved around a few fans in my computer. Everything went well, the computer started and booted into Windows. Then I tried to play cs and then I had 30fps ?! I Thought this was very strange since I had around 300 fps before I moved the fans around. I updated to the new graphics drivers, but it did not dissolve. Then I Tested to launch The Division and I got black screen and had to turn it off. The computer itself feels very slow now, for example, when I open a page on the Internet or start steam etc. The temperatures were 20-30 C on the CPU and GPU at 40-50 C.
The computer is about 3 weeks old so I would like to fix this!

specs:
ASUS Z170 Pro Gaming
Intel i5-6600K @ 3.5 GHz
ASUS GeForce 970 Strix
Corsair Vengeance 8GB DDR4 RAM
Corsair CX750M PSU
Corsair H75 CPU cooler

It won't be the placement of a fan anyway.
Check all your power connections for the graphics card, CPU cooler and motherboard.
The motherboard likely has a large 24-pin connector and then a smaller (4-pin or 8-pin) connector elsewhere on the board.
Make sure the CPU cooler is working correctly.
Check the PCI-E power connector on the graphics card is attached. You may have accidentally disconnected it.
With power just from the slot, it will start up but run slow.

Other than that, did you disturb the CPU cooler? Make sure it is spinning when powered on. The thermal pad or paste is important too, but it shouldn't be the issue unless you have removed the heat sink when changing fans.

I didn't remove the heat sink so that's not the problem.
With the PCI-E disconnected, would my computer be fast or slow? By fast I mean opening a web page fast etc. By slow I mean the opposite
 
If the auxiliary power to the graphics card is disconnected, it would make no difference in opening a web page or using any application that does not require significant work from the graphics card. Games however will run very poorly.

I've just noticed you have a liquid CPU cooler. Did you change the configuration of this at all? Is the pump running?
