CPU problem with Dell Latitude D630

I have a Dell Latitude D630 with 4gb of memory, an Intel T7500 processor and some other unimportant things in it. I updated the BIOS to revision A19 from A13 and it booted correctly. I installed a new battery which caused no errors(as expected).I then installed a new processor, a Intel T9600 which fits the socket and works with the BIOS I have, but it didn't post or anything. The only thing that happened was the hard drive spinning up and then stopping and shutting down. I also know that the motherboard is not dead because when I put Intel T7500 back in the laptop it works fine. Essentially what I'm asking is is weather or not the CPU is dead.

Solution
Only way to find out if the CPU is dead is to test it in another system you know can run it. Or it may mean that the laptop does not work with that CPU.
