Computer keeps stuttering every few seconds please help!!

It started last night during a live stream on TWITCH when i noticed my gameplay seemed to start a split second stutter every 5-6 seconds. Its momentarily but its consistent and i cant figure this out. I updated the drivers on my GPU and searched for any windows updates which are fine ATM. Odd this is... I restart the computer and load up a game... its perfectly fine. No stuttering what so ever. I loaded up FIFA 16, had XSplit doing a local recording while streaming music off of spotify and it ran buttery smooth... as soon as i went online to watch a video, the stutter came back. It doesnt matter if i close out of the web browser, as soon as the stutter starts, untill i shut the PC down it will not stop, even under the same circumstances as before while playing FIFA offline, it still stutters. I thought maybe my graphics card was crapping out on me which would break my heart, but it doest seem to be the case when i can play for an hour plus with xplit and spotify running in the back, but as soon as i go onto the web... destination F***s ville... please help, any adivce would be greatly appreciated.

cpu: i7-4790k
mobo: Maximus Hero VII ROG
gpu: MSI GTX 980
ram: 16g GSKill
psu: corsair hx 850i
cooling: corsair h100i

nothing is overclocked, everything is standard

Run a program like driver booster and see if you have any new USB drivers or any motherboard drivers as they can cause latency.. update anything new you find.

Another way to reduce stutters is set power plan of pc to high performance, set monitor and PC to never turn off, and in advanced power options, set hdd to never turn off.
