Help with compact Watercooled New Build

Hello, I want to sell my pc and use the money for building a custom water cooled smallest possible form factor pc. I only done AIO cooled system, but have many engineering friends that could help me with any issues. I could have a budget of up to 800$ (if i sell xbox as well) I am looking in the 600$ range to build a pc i would use daily for school and gaming on not very intensive games, and some harder to run games (cant think of an example but newer games, i mostly play csgo). If anyone who has more knowledge and wisdom then me could help me plan this build and suggest water cooling parts and a case that would help a ton... Thanks. I would also like some processing power as I would like to be able to semi render or edit videos... Thanks guys! P.S. focusing on gpu for gaming is much more important..

For that range though, I'd leave out the water cooling for now....just because its a very slim budget and it's better to concentrate on good core parts. Something like this:

if its mainly CS:GO just get a 6400, the iGPU is fast enough to play that 60FPS @ 1080p and the i5 will have enough juice to edit videos. watercooling doesnt seem like the best of ideas if your running on a low budget.
