Where to report windows bugs?

So I find that from Windows Vista to Windows 10, the TCP count in resource monitor are not working over 500 and still unfixed, how can I tell MS to fix this?

Just open the "resource monitor", go to Network tab, and there will be a "TCP connections" chart on the right side, it will be fine under 500 connections, but try load it over 500 (eg, torrenting), the auto scale will fall back to 10, and there's no way to see how many connection in that way.

Yes it is nothing to do with the product key the reason why I asked for that question is that for me to be able to make sure that you have activated your Windows 10.
