I'm pretty sure MSI Afterburner has done something to my computer. I have changed profile in BIOS, uninstalled MSI afterburner. Not sure if it's speeding up only case fans or gpu fans too.
Edit: they seem to be louder than before... I set them on pwm and they're blowing, but it seems like it's either gpu or cpu fans that are louder than before.
