Is there a "fix" for a PSU that's giving 11v on a 12v rail?

My computer is restarting when the GPU is under heavy load. At first I thought it was perhaps overheating (even though it's under a year old and I have a fairly proper cooling system), checking with GPU-Z that was completely not the case, and I noticed that the 12v graph drops down to 11.50, 11.38, 11.25 and finally restarting once it hits 11.00.

I'm not entirely familiar with PSU's (hense the thred) but as far as I checked, that's simply incredibly low.

Now my best guess is that I simply bought a PSU that can't handle my graphics card when it requires a lot of power (I do believe that's the case but please correct me if I'm wrong).
My GPU is AMD radeon r9 290x tri-x 4GB and my powersupply is 650W Corsair VS series.

Is there anything I can do to salvage my situation or do I simply Have to buy a new, more powerful PSU?

Motherboard - Asus M5A99X EVO
CPU - AMD FX-6350
Memory - 2x8 Kingston hyper savage
1 hdd, 1 ssd

The voltage dropping like that is a sure sign that the PSU is not powerful enough.
If that is a Corsair VS series PSU then it is a tier 4 and very poor quality.
