They do indeed make video surveillance system HDD's . I would go with the WD Purple line myself for a system with only one or two drives and Seagate Surveillance drives for where a bigger raid array is being used.
a hdd is a hdd...there is no such thing as a "video surveillance hard disk"...u can use any hdd u want...
but if u are asking for resilience, WD Black is a gud brand...
but ssd is best...
