Would this build run GTA 5 and B03 High settings 60fps+

Power supply is too little, looks like you did a wattage calculator and pretty much got exactly what it said the system would use. Up the PSU to a 550 watt one for some more headroom.

Why did you pick a prior gen CPU and motherboard instead of an 1151 socket one with DDR4 RAM? Cost will be about the same.

I've ran a asus strix 970 and a i5-4690k off of a cx430. Dont do it, you will not be able to overclock at all and in some cases it might power down in intensive games, like Hang said get a good 550w psu, otherwise you mightaswell just shoot yourself in the foot now.
