Does the quiet coolet for the AMD x4 860k do anything better?

I am looking at building a budget GAMING PC with the AMD x4 860k. When I was looking at the different types I was wondering if there was a difference in cooling with the regular x4 860k and the quiet cooler version and if it is worth it and if it does anything better then sound. I also plan on overclocking to at least 4.0 GHz

no its worth it to get an aftermarket cooler. but the stock one is usually good. at that price point I would normally suggest used parts if its okay with you?
used parts:
i3 3220 3.3 GHz 3MB
matching used motherboard b75 chipset
used 7870 or 7950
optional used or new:
8GB RAM, if new get crucial the cheap one.
New:
550w or 500w High quality PSU http://www.tomshardware.com/forum/id-2547993/psu-tier-list.html
A Seagate barracuda or WD Blue.
Case is by preference
