Low fps, low gpu usage, low cpu usage, good rig

Hey guys, so basically I've been having issues in games with a lot of people on screen (What ive deduced it to). For example, Far Cry 4 runs great, 100% gpu usage sexy consistent high frames. Same goes for like, Overwatch for example. But when it comes to games like Black Desert (Main Cities) WoW (Ashran etc) or like Planetside 2 in heavy battles, my gpu usage seems to drop (along with my frames) and only a few cores (1 or 2 maybe) hitting roughly 70% usage. Is there something wrong? My rig should be more than enough to handle these games. There is no overheating going on. Are these games just badly optimized and would a small oc to 4.6ghz help? Im also on an HDD, on wow load screens I drop to like 2 fps and cant move around my mouse cursor but as soon as I get in game im fine (which only occurs with wow). I spent a lot of money on building this rig and I feel like something is wrong. Here is a video example for WoW: https://youtu.be/Ksbe0mDm3VM , I'll record another one for Planetside 2 or something later. Please do let me know if there is anymore information I could provide that is needed. This has been a headache to troubleshoot and to no avail thus far. Anyways, sorry for the legnthy post, thanks for any help!

My rig:
I7 6700k @ 4.2ghz
Noctua NHd15
MSI 6gb 980 ti @ stock
16gb ddr4 @ 3000mhz stock

I have pretty similar specs to you and everything is smooth as silk. Witcher 3 on Ultra drops to 60-70fps but thats it.

I wouldn't expect a 6700k to be at 100% use for gaming but the drop in gpu and cpu usage at the same time might be to a GPU throttle. Do you use Afterburner or AI Tweak? Would defo recommend downloading Afterburner and setting a custom fan profile, my 980ti never goes above 60c with proper settings, and it has a +75mhz OC and +150Mhz memory OC.

Also everything is smooth for you in the games I listed? Could I be having a hardware issue? =/

Afterburner does not show real usage but usage over time,if two (3-4 no matter) threads run on one core it takes and shows the average between them.
You have to use a program like process hacker that shows the threads in real time.
https://www.youtube.com/watch?v=53v979zx0qk example with dota2,see in the lower left corner? this window shows how many threads run at any time and how much cpu power they consume.

O/c will help since wow does not use a lot of cores so making the few cores that do get used faster will help.
Also if you know you are going to an area with a lot of people lower the graphics settings, the core has to prepare the graphics and better graphics means more work.

Maybe I'll download process hacker tomorrow if that's the only way to get an accurate read, I reckon afterburner probably still gives me an idea, right? Also, OC will act as a blanket fix, correct? Meaning even though it doesn't use 100% of any core it will just increase the speed in general, are we sure I'd see a performance increase even though it doesn't go over say 80%-ish on any core?

It seems to be your problem area is with MMO's/MOBA's and in highly populated areas.

It is likely that it is not your gpu/cpu stuttering but the server having to populate all the other players round you which will be affected by the load on the server and your ping.

Idk, that seems a little odd to effect frames, it could be just as well though. Anyways; opinions, will OC'ing my CPU help the situation?

It affects frames because it cannot render what it does not have, so it may know something/someone is there but not have the data yet, this causes a small micro-stutter in rendering, then multiply that by 100 or 1000 players. If you also take into account each player is running their own 'instance' of the game and all of these have to collated into one experience.

You may OC as much as you wish, although I do not see it being a solution to this issue. I wouldn't worry about it too much.

I do not think there are any problems with your rig it is just the way MMOG works. Try downloading 3dmark and running firestrike, I get 16003 with my 6600k and 980ti, but both have an OC. if you get 14000+ You do not have any gaming issues.

The last two games you mentioned have low usages as it is the servers problem your dropping frames. The server is trying to give around 1000 people the same kind of information but slightly different for each person due to their parts and so on.

The server just can not handle it, this stuff happened to me with elder scrolls online when I get into a city with hundreds of people, the frames would just tank to 30fps from 60fps.

I imagine it is the fault of said named games, but idk could it reeally be just the games fault? It seems like more players on screen = more lag obviously, but is there no way to compensate? It seems odd usage would drop across the board without a bottleneck somewhere

https://www.youtube.com/watch?v=IXY0-_YGzKc&feature=youtu.be can you identify any bottleneck idk what can be done Im sure people dont get this performance everywhere

I should be able to hnadle the models with a 980 ti and i7 6700k?

On paper is should work but truthfully massive multiplayer games will always have low fps in cities due to the complexity of how the server runs and the amount of data and players they have to deal with.

Understandable, I wonder if OC will help my situation. I've noticed the CPU hit 85% usage but never higher which leaves the question should I or will it not yield any performance. It just feels like something is wrong, but I guess that's just MMOs?

Thing is, it's not just when a lot of people are on screen

Which games and when?

WoW, Black Desert, you know MMOs. I have talked to other people who don't have this issue with worse rigs. I don't know what to do =/ https://www.youtube.com/watch?v=IXY0-_YGzKc&feature=youtu.be example
