Processor Upgrade Help

Hello, I am interested in getting a new processor (my standard is anything that will improve my rig's performance of fallout 4 on max settings without lag).

the 2 processors I'm looking at right now are
1.) AMD FX-9590 Vishera 8-Core 4.7 GHz Socket AM3+
2.) Intel Core i7-4790K
-(I am open to other processor suggestions)-

Q1.) if I choose option AMD FX-9590, how can I change my BIOS for my AM3 motherboard to accommodate a AM3+ socket processor?
Q2.) AMD FX-9590 requires liquid cooling. How serious of liquid cooling is needed to operate this processor? (I was thinking a cheapy $50 newegg one)
Q3.) If I choose Intel Core i7-4790K, will my performance be altered in any appreciable way compared to my current build? I'm afraid it might not be that big of an upgrade.

My Current rig:
Memory: 12GB RAM
Graphics: SAPPHIRE DUAL-X Radeon R9 280 DirectX 11.2 100373L 3GB 384-Bit GDDR5 PCI Express 3.0 CrossFireX Support Video Card
Processor: AMD Phenom II x4 965 (4CPU's), 3.4GHz
Storage: 1TB

Agree with Gam3R01 - the 9590 is a joke and a waste of money. Basically a highly OCed 8350 it was released as more or less a publicity stunt to claim the 'fastest' 'stock' CPU after their plans for a followup to the 83xx series of FX Chips fell apart and they saw no new CPUs coming out for a few years
The 9590 is not compatible with AM3 boards. Its not possible.
As for the question at hand, the 4790k is vastly superior to the 9590 in every way. The 9xxx series is a joke, and a huge waste of money.
I would get an intel processor and a skylake motherboard with DDR4 ram. If you are just gaming look at the i5 6500 and an H170 board (or a 6600k with a Z170). If you want higher end, get a 6700k.
