should i go with an i3 4150 or intel g3258 overclocked to 4.0GHz irrespective of price ??

yo i3 is the newer processor compared to g3258
and i3 is faster and for a couple of extra bucks you can buy i3 instead of g3258
now if you overclock g3258 you will require a processor cooler

Two threads are insufficient for gaming, even if the CPU can be overclocked. An i3 is the minimum you need.

No they are not,console devs are insufficient for PC coding...
On topic, the 4150 runs at 3,5 so 500Mhz is going to make only a little difference and only in a few categories like emulation some strategy and the likes,where hyperthreading is going to make a much bigger difference in most modern games.
It all comes down to what you like to play most. (I'm assuming gaming here if not please state so)

No, a CPU with two threads is for basic desktop use and nothing more.
GTA V is a well-optimised game and scales very well for low-end hardware, but it runs distinctly better on an i3 than it does on a Pentium.
