Possibly, but don't count on it. Intel has already made the motherboard makers stop overclocking non K chips. If you look at the haswell generation the non Z boards did offer K overclocking that was taken away also. Then there is the fact of overclocking the pentium anniversary edition on non Z boards that a windows 'critical' update would blue screen unless you went back to stock speed.
TL,DR No, intel wants you to buy K and Z to overclock.
