Why can't my computer run Hexxit well, But this library computer can run it extremely well?

I am able to play games with somewhat high graphics (usually around medium at 30 fps), But I can't run minecraft or hexxit to save my life. Why is this?
I have some text documents with the specs and such but I do not want to clutter up the question.

I just looked at the specs of the CPU... You are kind of pushing it a bit. MC is quite CPU-intensive and, being Java-based, isn't exactly the most efficient thing on the planet.

It might be worth trying keeping Minecraft on one core (or maybe two cores on the same module) by setting its CPU affinity in Task Manager. I remember having a serious FPS problem some years back when I got a Phenom II X6 1090T - Technic Pack would run really well on my old Core 2 Duo but really struggled on the Phenom. It turned out that it was being bounced around from one core to another and the cores never had time to respond to the load and raise their clock rate from the baseline power-saving 800MHz to their rated 3200MHz before it was moved off to...

Sure thing. I am going to throw in the information of a computer that can run the game better then I can. The Library comp can run it better.

Home Comp Specs:
Processor: AMD A10-8700P
Graphics: AMD Radeon R6 Graphics
RAM: 8 GB

Library Comp Specs:
Processor: Intel(R) Core(TM) i7-2600 CPU @ 3.40GHz
Graphics: AMD ATI Radeon HD 5450
RAM: 4 GB

You have the better GPU, but in the applications that require more on CPU, the library has a much better CPU than you do.

I know that the Intel is better then my AMD, But these are the specs for minecraft

CPU: Intel Pentium D or AMD Athlon 64 (K8) 2.6 GHz.
RAM: 2GB.
GPU (Integrated): Intel HD Graphics or AMD (formerly ATI) Radeon HD Graphics with OpenGL 2.1.
GPU (Discrete): Nvidia GeForce 9600 GT or AMD Radeon HD 2400 with OpenGL 3.1.
HDD: At least 200MB for Game Core and Other Files.
Java 6 Release 45.

My CPU meets these and everything else I am above. So what can be causing this issue?

It just starts having FPS drops almost as soon as I drop into the world. I believe I have the newest graphics drivers but I will check when I get home.

Locking it onto a couple of cores allowed them to get up to full speed and stay there.

Ok thank you for the help, I have found that I can play on servers and play relatively lag free. Just happy that I can play the game again. I used to have a computer that could play it like a dream and it was worse then my current one, but oh well! Thanks for the help you guys!
