One pc is breaking the internet network in our house

When one Pc is turned on all other computers in the house are not able to use the internet including the pc that is causing the problem. We use tp-links to connect to the internet using these: https://www.amazon.co.uk/TP-LINK-TL-PA411KIT-Powerline-Adapter-Starter/dp/B0084Y9N3O/ref=sr_1_3?ie=UTF8&qid=1462885586&sr=8-3&keywords=tp+link. We have three pc connected on this network. Any ideas on how to fix this issue? Thanks.

Thank you for replying, we are pretty sure that it's ADSL and not cable. We have a TalkTalk super router HG635. This only started happening last night and we've been using this set up for awhile. We have already tried swapping the power line adapters with the faulty pc and one of the working ones but the problem still lies with the same pc. This leads me to believe that it is the pc causing the problem not the adapter but i'm not too sure.
 


OK open network and sharing center, change adapter settings,pick the ethernet adapter, ipv4 and ensure its set to "Obtain an IP address automatically" and the same for DNS servers. (It wouldnt hurt to check this on all the machines).

We have done this on all computers and it still doesn't work. The computer causing the fault works upon activation for a brief period but then after a couple minutes the internet fails. The computer says it it connected and has internet access but the browser and all software that uses internet like discord, steam, skype etc. will not load. My web browser (google chrome) says "This site can’t be reached" "took too long to respond" and displays the error code ERR_TIMED_OUT. When trying to use windows troubleshooting through google chrome the issue found is "one or more network protocols are missing on this computer". It's says it cannot fix the issue automatically.
