If your using a single GPU you should be fine, if you plan on going SLI I would recommend an i7. Although DX12 games will reduce the CPU overhead and make it to where an i5 is still plenty for SLI (this is a very game to game scenario though).
Propably not,but because no one knows for sure the exact perfomance of the 1070 1080 you have to wait a little for the first benchmarks and reviews to show,also the first specs of these cards show a tdp of 170watt so imo you have enough psu power.

Skylake platform can squeeze out more performance out of your graphics card based on tests and some reviews! But it might be a hassle to switch to a Skylake platform. I suggest just buy GTX 1080 and call it a day instead of upgrading to Skylake platform and also get another GTX 1070!
