Would this Build Be Fine for Live Streaming Games to Twitch?

Hello forum,
I was wondering if this build can handle live streaming games to Twitch. As of now, I have a really crappy AMD APU build with a GTX 750Ti to stream (NVENC sucks at streaming bitrates, but it has to be used or else my APU will be burnt toast), but in good news it is my birthday soon, and I am trying to get as many PC parts as possible for a new build. The game I stream the most will be Minecraft, but I am going to stream Rocket League, CS:GO, and more in the coming future. The resolution I would like to stream at is 720p60 without huge framerate loss in game and in good x264 encoded quality.

My planned setup:
CPU: I need help deciding between the i7 4790k or i5 4690k. Or should I go Skylake or for an eight core AMD?
Cooler: Don't plan on overclocking, stock cooler should be fine.
MoBo: MSI Z97 PC MATE ATX LGA1150 Motherboard (this would change if I went Skylake or AMD FX)
GPU: GTX 750 Ti Superclocked (Reusing from my old build, it works just fine and I love it)
RAM: 8 GB Ripjaws G Skill DDR3 (This would change if I went Skylake as I would need DDR4)
HDD: 1 TB Toshiba
Case: Deepcool TESSERACT SW ATX Mid Tower Case
PSU: EVGA 500W 80+ Bronze Certified ATX Power Supply

Streaming games will utilize the graphics card to the max constantly and will use the CPU more than without streaming. AMD APU is weak, so a new i7 4790k or 4690k will definitely help a lot! After that upgrade, also get a GTX 1070. Such system will be so good at everything even streaming!

I would recommend the 8-threaded CPUs in this case.....they just do a better job, especially if more mulit (monitor) tasking is involved.

Do consider the 1231v3 as well if it helps in the budgeting:
