Gaming PC Doesn't Run Games Well

My gaming computer cannot run games that it should be able to. My computer has better components that are better than the recommended ones on games I play, yet I still get lag (online games and offline). I have to put my settings as low as they will go, and change my resolution lower than my native resolution, and I still get small blips of lag every now and then. I do have a wireless connection, but I have a fairly good connection at around 10 - 15 mbps upload and 40 - 45 mbps download. I am very sure that my drivers are up to date, because I just build this computer under 2 weeks ago.

Borderlands 2, a game that does not require a connection, constantly has a slow and laggy feel when trying to run it at it's recommended settings. When running it on the lowest settings, it plays pretty smooth, except for occasional lag blips

Borderlands 2 recommended specs:

Payday 2, an online multiplayer game, constantly has a slow and laggy feel as well, except this is on the lowest settings. According to the recommended specs, i should be able to run this game on the recommended settings.

Lastly, a game that seems as though you could run on a laptop, Rocket League. Yes, even this game lags for me. It is an online multiplayer game, but I am pretty sure it is not my connection that is the issue because it runs fine... on it's lowest settings. Putting it on the recommended settings deems the game unplayable.

Memory: 4 GB RAM
Graphics: Nvidia 260 series or ATI 5850 or better
DirectX: Version 9.0c
Network: Broadband Internet connection

Additional Notes: Gamepad or Controller Recommended

These games, as well as many others, I cannot run on high enough settings to enjoy. Some games (which I barely meet the minimum requirements for), run at 5 FPS. The only problem I could foresee is that all of these games all recommend Nvidia graphics cards, while I have an MSI. Please, any help at all would help greatly.

I played borderlands for 10 min on the recommended settings and got the following results:

There were 5 CPU usage graphs, but they all reached a maximum of 100% (minimums all 0, except CPU 1 was 2%).
Their temperatures ranged between 51-56 degrees Celsius for the maximums, and the minimums were in the mid twenties.
There was no graph CPU clock speed.

GPU2 usage reached 100% as well (minimum of 0). There was no graph for GPU1.
There is no graph for GPU temperature.

i think psu or faulty motherboard could be a resistor down not letting proper current through to ur processor my i5 laptop can play those games smooth as butter & Killing Floor2 to no lagg no glitches could be a dud driver to refresh ur drivers & check all ur voltages & amps are sitting right as well on ur motherboard & videocard even check ur ram could be a harddrive packing up had that happen before HDD packs up half way threw a game, threw a spare 1 in & fired up & ran better can be odd things i check over my componets regularyv give ur case a decent blow out to
