Svchost using 25% of cpu at idle starting as soon as windows loads

I've used the program process hacker to find out what services are associated with this specific instance of svchost. This is a new problem i monitor startup behavior every week.
I see the same usage for the process in regular task manager (just to make sure it wasn't a issue with process hacker, which is a really advanced task manager.)

Running windows 7 64 bit
gtx 660 ftw sig 2 3gb version
8gb ram
My cpu is a i5 760 @ 3.0 ghz.
Hypermaster 212 Cooler

No new programs have been installed, or windows updates.

Ran antivirus and antimalware software with no results. Looking for any clues as to what would be causing this type of CPU % starting from load screen.
 
Solution
So I found out the solution. Once i Cleared system logs through Event viewer, and disabled windows update service the problem was solved. But through further inspection 8% was logs and the rest was windows update. After choosing to never update, and disabling the service at startup. My idle is at 0% CPU.

To enter the event viewer type "eventvwr" in run no quotes. Click windows logs > right click on application click properties > click clear log > dialog prompts u to save and clear or just clear, if u analyze logs feel free to click save if not click clear > Click apply > Click Ok.

Repeat steps above starting from Right click on application, and just right click and follow steps for security, setup, and system.

Close event...
Windows will regularly(daily?) run windows update to check to see if there are any updates you might need.
That is a fairly cpu intensive process but low priority.
Try disabling automatic check for updates. That assumes you are on windows 7.
Run the check only when you are prepared to do an update.
With windows 10 home , you can't turn that off.
If you are on windows 10, pay attention to what instrumentation you let windows do.
There are about 10 default items that could generate such activity.

Ty for the quick post. I am on windows 7 64 bit edition. I updated more details in the edit of my system specs.
Automatic updates are disabled, I disable them and then when i'm ready i update them on Tuesday at my leisure. Would this rule out that issue you mentioned, or is it still a good place to start.

To disable windows update type "services.msc" into run no quotes
Make sure your on "Extended" tab (located bottom left)
Find Windows Update Right click >properties >startup type dropdown > select disable >apply > okay

Open control panel > Upper right hand corner search type "Windows Update"
Select windows update in Green (may vary if themed)
Left hand side select "Change Settings"
Find "Important Updates" dropdown menu
Select Never check for updates.

******FOREWARNING////NOTE*******
All commands done through run are on Win 7 Pro.
Doing this will disable automatic updating. Which can stop your system from receiving Crucial Security updates. To update, you must manually search for updates preferably once a week (set a reminder!) through the windows update section within control panel. I highly recommend keeping your system up to date but I'll control when my computer dedicates resources for this updates.
