1440p Gaming--GPU upgrade, CPU upgrade, or both?

Hello,

I have a Asus 2560x1440p 27in monitor and I am finding out that I am having more and more trouble playing games at high settings and getting a decent FPS. I have been constantly turning down settings to get a tolerable FPS. With that being said my question is this. With my current set up would it be wise to upgrade my GPU to a 1070 or 1080 first and see if the problem is fixed or am I going to have to upgrade my cpu as well? I will list my current hardware below. I appreciate any help that I get. I do not want to waste money and do not care about having everything the best, I just want to get high settings at 2560x1440p with above 40fps.....60 would be nice.

CPU I5 3570K OC to 4.3Ghz
GPU MSI GTX780 gaming edition
16Gb of GSkill DDR3 ram
850W EVGA Supernova
ASUS Pro Motherboard (dont remember model but that shouldnt matter for this post)
Plus I run games and OS on a SSD.

GPU no doubt.

Test it by dropping your CPU OC to stock and see if your frames get worse (if you are playing GTA V they might) but for other games this will be a good test to see if you are CPU bottlenecked currently. You'll probably find that you are not and a better GPU will get you better performance @ 1440p.
