Asus X99-Pro QCode "bF" - Can't Boot, Please help

I just got a new motherboard (replacement from Asus), and none of my hardware is overclocked, no XMP, no GPU overclock, etc… (I got this problem even months ago, when I DID have overclocks set, and additional voltage added to System Agent, VCore, and DRAM.)

The problem: Sometimes, while turning my PC on, I'll get the QCode "bF." The machine turns on, no video signal, fans spin at 100%, and after maybe 90 seconds the PC turns off, and stays off. If I turn it on again, the same things happens.

Motherboard manual says that QCode bF is "reserved for future AMI codes” Not very helpful...

The only thing that can break this loop and successfully boot is either:

1.) Reseating my RAM.

2.) Shutting down while the PC is on (and in aforementioned black screen, fans spinning, etc...) If I shutdown while this is happening and turn the PC back on again I get the American Megatrends screen with the "Overclocking Failed" message. This leads me into the UEFI, where I can then shut down, and the PC might boot again.

I've successfully tested all four sticks of memory separately, and together, which yielded no errors in Memtest.

I doubt the motherboard (a replacement I JUST got) is bad, so I'm ruling that out. I really don't want to believe it's the CPU (though I do have a replacement plan on it, so that wouldn't be a huge deal). I've read threads about people also getting the "bF" QCode with the same PC behavior (not booting and shutting down), and the usual response tossed around is that there's an unstable OC, or something needs more voltage (VCore, System Agent, lots of answers...) but as I mentioned, I have NO overclock yet. Which doesn't make any sense to me.

Ideally, I'd like a definite answer about what this QCode means, and how to fix my problem, or decent speculation about what's causing this. Pls & thanks, and much appreciated. Anyone else had this issue?

Motherboard: Asus X99-Pro - BIOS 3006 (Latest)
but again, I've had the same problems with previous BIOS versions, unfortunatly
CPU: i7-5820K - Stock settings, no OC
CPU Cooler: NZXT Kraken x61
RAM: Corsair Dominator DDR4 16GB 2666 (CMD16GX4M4A2666C16 -> On the QVL)
GPU: EVGA GTX980 SC - Stock settings, no OC
PSU: Corsair HX750i + Aftermarket Cable Set
Storage: 1x Samsung 950 Pro, 1x HGST Travelstar 1TB, 2x WD Black (1T & 2T)
Case: Fractal R5

1| There is a BIOS update available with version 3101.
2| Are you sure it's not 6F(System Agent DXE Initialization(system agent module specific)) in place of bF?
3| Are you by any chance on Windows 10? If so you should disable automatic device driver updates.
4| Breadboarding with bare essentials should be possible for you system, try and see if only your boot drive on the first SATA port with your GPU allows you to boot into BIOS.
