I am currently running a GeForce 660 and am struggling to run recent games at my target fps range (60 or higher) with high settings, namely Dark souls 3 and The culling. With many, many new games coming out very soon with equal or better graphics I am in need of a new card. I am thinking of something for about 200$ (gtx 960?) but am not very informed about graphics cards. Thank you!

Edit: If you think so, something over 200$ would be much better then please suggest it.

A GTX 960 wouldn't be a bad choice, though I doubt that all games would be maintain a steady 60 fps on ultra with it (by that I meant that there may be a few dips here and there). If you want to go for a 960, this one looks good for $199.99: http://pcpartpicker.com/part/asus-video-card-strixgtx960dc2oc4gd5

That said, however, the R9 380X has better performance for only ~$30 more. Granted it is last gen, but my 280X ran all of last years games at ultra 1080p 60+fps. For $232.98, this one looks fine: http://pcpartpicker.com/part/asus-video-card-strixr9380xoc4gga

Keep in mind, though, that new cards are right around the corner, meaning that prices on these cards will fall and there will be better cards to take their place.

If your target price is 200 and below then your option will be quite limited. Nvidia probably not gping to release their sub 300 until Q3 this year. Now we are waiting for amd move with polaris. The way the rumor are headed polaris probably the card that will fit your need and budget.
