Need full system specs (case, CPU, power supply, etc...) and for what use are you buying the card.

No, that is a basic use card.
Start at the beginning, list full system specs, and I guess you just listed why you wanted the card for. Even if you buy the best video card in the world, if you have an old or slow computer with a small case and power supply you won't be able to do anything with it aside from look at the box.
For GTA V, for a cheap video card, nVidia 730 GDDR5 is the card to get for a new one to play at low settings at 720 resolution. Used one you have more options, say a Radeon 7750, nVidia 630 or 640, all depend on your system though. Radon 7770 is OK also, R7-250 or 250X. Your budget is just too low for a new video card for GTA V and without knowing anything about your computer there is no way to know if it's even worth buying one or even if it will fit or power up.
